Below are the most commonly asked questions and answers about living in Tower Oaks

Trash and recycling is collected on Monday by the City of Rockville. For issues with collection, you can reach the City using the following information:

Containers must be placed inside the garage and may not be stored in the front of the Lot or in the rear of the parking garage. Trash shall be collected and stored in trash receptacles only. Trash and recycling receptacles shall not be permitted to remain in public view except on days of collection and no earlier than 6:00 PM the evening before the day of collection and must be removed by the end of the day following trash collection.

No accumulation or storage of litter, new or used building materials, or trash of any kind shall be permitted on the exterior of any Lot. Open storage of any household appliance, motor vehicle parts, building materials, furniture, dead trees, yard waste, garbage or bulk trash is prohibited.

Bulk collections of refuse, metal and electronics recycling, household hazardous waste, is by appointment only.

The hours of operation are currently as follows:

  • Community Center
    • Daily 8:00 AM – 9:00 PM
  • Dog Park
    • Dawn to Dusk daily
  • Multisports Court, Playground and other outdoor amenities
    • Dawn to Dusk daily
  • Fitness Center, Yoga Room, Lockers
    • Daily 5:00 AM – 11:00 PM (key fob access required)
  • Pool
    • Memorial Day to Labor Day:
      • Wednesday and Friday: 7:00 AM – 8:00 PM
      • All other days: 10:00 AM – 8:00 PM

The on-site staffing hours at the CORE, which go into effect on Monday, January 1, 2024, are as follows:

  • Monday: 12:00 PM to 6:00 PM
  • Tuesday – Friday: 10:00 AM to 6:00 PM
  • Saturday: 10:00 AM to 12:00 PM
  • Sunday: OFF

In 2025 the HOA will hold Board meetings on the first Wednesday of every month (dates listed below). The Board meetings are held virtually at 7:00 pm and are open to all residents who wish to participate.

All exterior additions, changes or alterations to any building, fence, railing, wall or other structure by any homeowner requires the written approval of the Architecture Review Board (ARB).

Each application is reviewed on an individual basis. There are no “automatic” approvals, unless provided for specifically in the guidelines. For example, an owner who wishes to construct a deck or fence identical to one already approved by the Board of Directors is still required to submit an application.

Yes! However, seasonal and holiday decorations must be removed within 14 days following the conclusion of the holiday. 

No parking shall be permitted in the Private Alleys. Except for the Private Alleys, the streets within the Community are Public Streets and members of the general public may park on all Public Streets, observing any signage which may be posted by the City. The Master Association shall have no ability or responsibility for enforcing parking regulations on the Public Streets. 

In no event shall any vehicle within a driveway be parked in a manner which would encroach on or impede access through, the Private Alleys, the Public Streets, the Master Common Area Parcels or access to and from any Lots.

Billing & Payment Options

All Members of the Master Association, and all Occupants of the Living Units in the Community and all Permanent Household Residents are entitled to use the Community swimming pool. This privilege may be suspended by the Board of Directors for Members, Occupants and Permanent Household Residents who are delinquent in their assessment payments or otherwise in default under the governing documents of the Master Association or the Guidelines.

The Fitness Center shall generally be available from 5:00 AM to 11:00 PM, seven days a week.

All persons shall use the Fitness Center at their own risk. Resident children under the age of 12 must be always under the supervision of a responsible adult.

During times of peak use, exercise equipment usage is limited to 30 minutes per person.

Radios and similar sound-producing devices may only be used with earphones to avoid disturbing others.

Cell phone usage in the gym is prohibited. All cell phone conversations shall be held outside the gym area.

Residents may use the grills and fire pits on a first come-first serve basis. Grills and fire pits may only be used by persons over the age of 18 years.

Residents are responsible to clean the grills and patio area when they are done. All debris is to be disposed of in the trash room.

During peak times, the use of the grills is limited to 30 minutes per unit.

Maryland law requires sellers to furnish potential buyers within a community association with a package of disclosure documents. This package of disclosure documents, commonly referred to as “Resale Documents,” must be presented to a potential buyer within a set period of days prior to closing in order for a contract to be fully ratified.
